Complex Managment Services
Overseas Network Property Management based on the Bodrum peninsula can be hired by an Owners Association to report to the Board of the Association and to assist them in the effective management of a Complex and the Association.
Buying a house or apartment in a complex in Turkey usually means that all the owners become part of an officially organised Owners Association. The upkeep and value of the properties will depend largely on the effectiveness of the Association. You will therefore appreciate the value of this service and placing it in the hands of a company with the necessary knowledge and skills to deliver a service that meets the high demands.
The purpose of the Association and its management team is to ensure safe upkeep and good maintenance of the common grounds of the properties for the benefit of its owners. There are laws and bylaws which pertain to the setting up, running and statutes of the Complex and its Association.
Ultimately the Association has to abide by Turkish laws and any information for the authorities or legal matters for courts will have to be presented in Turkish and results relayed back into English.
SERVICES PROVIDED FOR OWNERS ASSOCIATIONS.
We can provide help in managing and protecting your investment and that of your neighbours, these are just some of the items we cover:
Administrative Services:
Assist in setting up an Owners Association in accordance with Turkish law (please see separate notes on the requirements of this and the assistance we can offer).
Draw up a management and operations plan and assist in implementing it.
Organize annual and special meetings of the Owners, and meetings of the Board of the Association, including the preparation of notices, agendas and other necessary documents.
Maintain the official “decisions book”, which is part of public record and should be maintained in accordance with regulatory requirements.
Guide and assist members of the Board in the performance of their obligations.
Administer the Association's insurance portfolio including the filing of all claims.
Financial Services
Prepare an annual budget.
Account for all charges due by the Owners.
Maintain bank accounts in the name of the association.
Physical Property Services
As directed by the Board, authorize and coordinate those activities which are necessary to maintain the property.
The following items make up the core services we offer (some items are season sensitive with work load variations):
All Pools (Communal & Private)
· Communal and private pools will be available for use by an agreed date, usually early May.
· Pool start up will include an acid wash and re-grouting as necessary.
· All pools will be cleaned at appropriate intervals dependent upon demand and usage.
· Water quality will be tested and maintained with chemicals at appropriate intervals.
· Filters will be regularly checked and cleaned as necessary
· Areas surrounding communal pools will be regularly hosed down to keep them clean.
· Communal pool pumps and lights will be controlled by timers.
· All pool equipment (pumps, filters etc.) will be maintained and repaired as necessary.
· Tiles and grouting around communal pools will be maintained and repaired as necessary.
All Gardens (Communal & Private)
· The objective is to keep the whole site looking attractive and well cared for at all times.
· Grass and gardens for the whole site will be regularly watered at a rate appropriate to the time of the year.
· Grass for the whole site will be regularly cut and edges trimmed at a rate appropriate to the time of the year.
· The whole site will be weeded on a regular basis.
· Upkeep of plants, flowers, bushes, shrubs and trees will be carried out as necessary, especially around paths and road ways.
· All gardens will be kept tidy and overgrown plants pruned as necessary.
All Year Round General Maintenance
The objective is to keep the whole site looking attractive and well cared for at all times.
Long term maintenance, such as painting and decorating of private and communal properties, is not included. The funds will provide for long term maintenance work and such work will be agreed by the Association before being executed as a separate contract.
· The whole site will be regularly maintained, cleaned and kept in a good condition.
· Roads and path ways will be regularly cleaned (swept), repaired and maintained as necessary.
· Light bulbs will be replaced when necessary.
· Communal areas will be kept clean.
Support Services
Communicate with property Owners to understand their issues and find appropriate solutions.
Issue service requests and monitor contractor performance to assure that work has been completed in a timely manner and to the satisfaction of the Board or Owner.
Site Staff
We will take responsibility for providing the appropriate level of staffing for all site activities, bearing in mind seasonal variations in demand for work which will alter the demand for staff but meeting the requirements of the Board and those service levels as set out in the operations plan.
Site Manager : We will provide a site manager / supervisor. This person will be the primary interface between the Association and maintenance company.
Pool staff, Gardeners, General Maintenance & Cleaners: We will provide pool staff, gardeners, general maintenance staff and cleaners as necessary.
Site Security: If part of the requirements of the Association we will provide 24 hours security coverage throughout the year. During the day a care taker and at night security men will be patrolling. This package will be negotiated as a separate item.
ASSOCIATION FEE'S
As a member of the Association all property owners will pay Association Fees (Aidat) that are charged quarterly, monthly or half yearly.
The fees can include charges for such things as:
- Building lighting and maintenance
- Complex street sweeping - stairwell cleaning
- Maintenance of exterior of buildings and common areas
- Swimming Pool Maintenance
- Caretaker
- Security guard
- Maintenance of common areas such as roofs in buildings, etc
- Legal advice on Community matters
- Cost of translating and interpreters for Association meetings
- Association accounting
- Communal Electric and Water charges
Help to Set Up an Owners Association: Overseas Network can help to set up an owners association in accordance to the Turkish Law. The items covered will include: 1. Agenda:to cover all the items to be discussed. 2. General Assembly: A general meeting will be carried out according to the agenda. During the meeting, the general assembly will choose the board, the treasurer, authorise the yearly estimated budget and rules. 3. Decisions Book: This book has to be stamped by notary and all the decisions which are made in the general assembly will be registered in this book together with the attendance list. 4. Registration book: All the expenses during the year should be registered in this book. This book also has to be stamped by notary. TURKISH FLAT OWNERS ACT It should be noted that all owners of property built in Turkey regardless of their nationality are bound by the Turkish Apartment Owners Act once the construction process has been completed. The entire act runs to 65 articles but the most specific articles that affect the running of an Association are numbers 27 to 45.
